Mr. Cultle told is that he was interested in Art and an amateur painter. I cowrider this a qualification for stong kong, and

so record it as an addendum to "m- Mayhew's notes. I did not intend to convey the impression that the Cuttle might be a slacker; I was only doubtful whether he has mough yeast in him to leaven the Sting Kong lump. Moreover if he were later considered for the wrrectorship, and if the Driector were placed on

Legislative Comcil (which I would like to see), his manner and address would need to be considerably more vital and resilient than it appeared

yesterday. However time alone can show how he will develop in the atmosphere of Stong Kong, and I concur in the view that he is suitable for a 3-year secondment.
